Variation photo references missing variation

Error 21916639 means a photo is mapped to a variation specific value that doesn't exist in the listing's variation set. The listing is blocked until the photo array aligns.

Most often this happens when you remove a color from the variation set but the photo array still references it, or when you add a new variation photo with a typo in the value name (Black vs Blck). eBay validates that every photo's variation value exists.

1. List every variation specific value used in the photo array.
2. Confirm each value exists in the live variation set.
3. Fix typos and remove orphan photo references.
4. If you're trying to add a new variation, add it to the variation set first, then the photos.
5. Resubmit once aligned.
