Missing shipping service and charges

Error 19011 fires when a listing has no shipping service or shipping charges configured. eBay requires every listing to specify how it will be shipped.

The feed mapping skipped the shipping policy, the seller's account default shipping policy was deleted, or the listing was migrated from a calculated-shipping model without the destination postal code being supplied. eBay rejects rather than defaulting to free shipping.

1. Create a default Business Policy for shipping in eBay Seller Hub.
2. Map every listing to a shipping policy (by name or by policy ID).
3. If you use calculated shipping, supply package weight, dimensions, and origin postal code.
4. Validate the policy is active and not soft-deleted.
5. Resubmit and confirm the listing publishes.
