Return policy required

Error 21919154 fires when no return policy is associated with the listing. eBay requires every fixed-price and many auction listings to specify a return window.

Same root causes as payment policy: never created, deleted, or mapped by stale name. Some categories (collectibles, custom goods) allow 'no returns' but you still must reference a Business Policy that says so.

1. Create a Return policy in Seller Hub > Business Policies > Returns.
2. If returns aren't accepted, use a 'No Returns' policy explicitly rather than leaving it blank.
3. Map listings by policy ID instead of name.
4. For top-rated seller status, offer 30-day returns when category allows.
5. Resubmit and confirm the listing publishes.
