Error 21916389 means the listing needs a Handling Time (dispatch time) value but none was provided. Handling time tells buyers how soon you'll ship after payment.

The shipping policy doesn't include handling time, or the feed mapped to a policy that's missing the field. Most categories require handling time as part of the shipping setup.
