You've exceeded Amazon's daily limit on new listings or updates. Amazon throttles to prevent feed abuse and ensures processing capacity.

Daily listing creation quotas vary by account age and seller performance — typically 250-500 new listings per day for established accounts; lower for new ones.

1. Spread bulk listing creation across multiple days.
2. Apply for a quota increase via Seller Support if you have legitimate need.
3. Use POST_INVENTORY_AVAILABILITY_DATA for stock updates — these don't count toward listing quota.
4. Resubmit the rejected portion tomorrow.
